In a significant crackdown on drug trafficking, federal authorities have arrested five men involved in distributing fentanyl, methamphetamine, cocaine, and heroin in Seattle’s homeless encampments and International District. The arrests, announced by U.S. Attorney Tessa M. Gorman, follow a meticulous investigation that began in November 2023.

The indicted individuals include:

  • Tommy Pham, 37, of Newcastle, WA
  • Donfeuy Saephan, 54, of Seattle, WA
  • Khampheth Keodara, 42, of Seattle, WA
  • Sang Tran, 54, of Kent, WA
  • Theodore Nation, 35, of Seattle, WA

The investigation, spearheaded by the FBI, DEA, and Seattle Police Department, utilized court-authorized wiretaps to uncover a drug trafficking network targeting vulnerable communities in Seattle. The suspects allegedly conspired to distribute large quantities of drugs while employing violence or threats to maintain control.

During the recent operation, law enforcement seized 17 firearms and 23 kilograms of fentanyl powder, potentially preventing 1.7 million deadly doses from flooding Seattle’s streets.

Efforts to Combat Drug Trafficking

U.S. Attorney Gorman emphasized the collaborative effort to protect Seattle’s communities:

“These arrests demonstrate our commitment to ensuring community safety, particularly in areas like Seattle’s International District.”

W. Mike Herrington, Special Agent in Charge of the FBI Seattle field office, highlighted the impact of this operation, noting that the organization preyed on those struggling with addiction and homelessness, exacerbating community vulnerabilities.

Seattle Police Chief Sue Rahr echoed these sentiments, reinforcing the department’s dedication to maintaining a safe and welcoming environment for all residents.

Federal Charges and Penalties

The charges filed include conspiracy to distribute controlled substances, possession with intent to distribute, and illegal possession of firearms. Convictions could result in mandatory minimum sentences of 10 years for conspiracy and some drug-related offenses. Unlawful firearm possession carries a potential sentence of up to 15 years in prison.

A Unified Approach to Safety

This investigation is part of the Organized Crime Drug Enforcement Task Forces (OCDETF) initiative, which employs a collaborative, intelligence-driven strategy to dismantle high-level criminal networks.
