Elizabeth Pauli, Tacoma City Manager, announces her retirement effective July 1, 2025. This historic announcement marks the end of a distinguished career spanning over two decades. Mayor Victoria Woodards and the city council will discuss the transition process, including appointing an interim city manager, during their Jan. 28 study session.
In a heartfelt statement, Pauli expressed profound gratitude:
“Serving this community has been the honor of a lifetime. I am proud of what we have achieved together in making Tacoma a vibrant and thriving city.”
A Trailblazing Career
Pauli began her journey with the City of Tacoma in May 1998 as Chief Assistant City Attorney. Over the years, she rose to become the first female city manager in Tacoma’s history. Appointed interim city manager in February 2017, she was confirmed three months later and reappointed in 2019.
Under her leadership, Pauli focused on equity, transparency, and police reform. Her initiatives included racial equity action plans, equitable recruiting guidelines, and the establishment of the Office of Equity and Human Rights.
Advancing Racial Equity
Pauli integrated racial equity into Tacoma’s budgeting and decision-making processes. Her efforts led to a 24% increase in BIPOC executives, a 4% rise in women in leadership roles, and a 12% overall increase in BIPOC employees. The implementation of the nationally recognized Equity Index further supported data-driven decisions for inclusive growth.
Police Reform and Community Initiatives
During her tenure, Pauli prioritized police reform by adopting a new use-of-force policy, increasing the hiring of Black and female officers, and funding body-worn cameras. She also introduced innovative programs like the HOPE Team for mental health calls and expanded services for the homeless through the HEAL Team.
A Legacy of Excellence
Pauli’s leadership earned her exceptional performance ratings in seven key categories during her 2023 evaluation. Reflecting on her tenure, Mayor Woodards stated:
“Her insightful guidance and long-range vision have been instrumental in Tacoma’s progress.”
